We cannot accept their decision to restrict this ad. The basis of their refusal is stated in Radio Canada Policies Summary of CBC Advertising Standards - Advocacy Advertising line f. "Advocacy advertisements for or on behalf of religious organizations must not proselytize or promote religious ideologies or doctrines."
